what embargoes a markets numbers?

and what would be the reason why somebody would want to have their markets numbers not public?

No reason someone wouldn't want it.

Arbitron would embargo a market for a number of reasons... two of the biggest being NO ONE in the market bought the book or someone in the market has a book and is using it without paying for it.

Arbitron embargoes markets at the request of a station or stations in the market. The most usual reason is indeed that they believe unauthorised use of the numbers is happening.
