The publisher of a Putnam County news website was arrested after allegedly being disruptive in the Dunbar court clerk's office.

Mark Vance Halburn, 52, of 21st Street in Dunbar, was taken into custody Wednesday (June 25) in Dunbar City Hall.

Dunbar Capt. Scott Elliott was dispatched to City Hall for a panic alarm. When he arrived, he found Halburn in the municipal court clerk's office "being very loud and demanding" about a sign in the hallway, according to a complaint filed in Kanawha Magistrate Court.

Halburn told the clerk the sign was wrong and that he had walked upstairs because of it, according to the complaint. Halburn was at the court to pay a fine for an unknown offense.

The clerk then told him if he wanted a hearing on the matter that he would have to come back to court at 5 p.m. on July 1.

The clerk told police that Halburn continued to argue about the ticket and got louder and louder, causing the clerk to get worried and use the panic alarm, the complaint said.

Elliott wrote that Mayor Terry Greenlee had told Halburn to quiet down or leave. Jess Bailes, city police chief, asked Halburn to step out of the office, but Halburn refused. Bailes and Elliott escorted Halburn out of the office.

Halburn was charged with disrupting a government process. He was free on bond Wednesday night.

CHARLESTON, W.Va. — A Dunbar man was arrested after allegedly making several harassing phone calls to a state employment office.

Capitol police took Mark Vance Halburn, 52, of 21st Street, into custody Monday.

Halburn, publisher of the Putnam Live website, allegedly made at least five phone calls to Workforce West Virginia Charleston manager Bunny Harper and her staff.

He claimed in the calls that the workers had “broken his first amendment rights,” according to a complaint filed in Kanawha Magistrate Court.

“The insulting, demanding and abusive calls continued for approximately 2 hours,” the complaint said.

Halburn was free on bond from an arrest two weeks ago in Dunbar.

The website publisher was arrested June 25 after an outburst in the Dunbar Municipal Court Clerk’s office led the clerk to sound the panic alarm.

Dunbar police in that instance found him in the office “being very loud and demanding about a sign in the hallway,” according to that complaint. He was charged in that instance with disrupting a government process.

Halburn was charged Monday with harassing or repeated phone calls and is being held at South Central Regional Jail on $1,500 bond.

The operator of a website about Putnam County has been arrested for the second time in two months.

On Monday, State Capitol police arrested Mark Halburn, a Dunbar resident who runs putnamlive.com, for allegedly making “insulting, demanding and abusive” phone calls to Bunny Harper, manager of the WorkForce West Virginia Charleston Center, and her staff, according to a criminal complaint. Halburn, 52, allegedly accused the workers of violating his First Amendment rights and made at least five phone calls over two hours.

Halburn was in South Central Regional Jail on Tuesday on a $1,500 bond, according to the state Regional Jail Authority website. If convicted, he faces a fine of $500, up to six months in jail, or both.

Halburn was on bond for a June 25 charge for willful disruption of governmental processes. According to a different criminal complaint, Halburn was “being very loud and demanding” in the Dunbar city court clerk’s office about a hallway sign that gave an incorrect location for the office. He allegedly became angry when the clerk told him he would have to come back later for a hearing on a ticket, and as he got “louder and louder,” the clerk hit the panic alarm to alert police, who said they found him still being loud and disruptive when they arrived.

A pretrial hearing for the Dunbar charge is set for Sept. 22 before Kanawha County Magistrate Jack Pauley. Pauley will also handle the new charge, though no hearing had been set Tuesday.

So, all kidding aside, why hasn't a court-ordered psych eval been done yet? Are they just waiting for this to turn lethal?

He is still in pokey, can't make bail.

I know people in their 70s who look significantly younger.

By the way, notice that the newspaper has already turned him into a "three-name" guy....you now, as in killers and bombers......it's REALLY time for him to give all this nonsense up, wise up, fly as straight as he can, and live a quiet, peaceful life....if he keeps it up and winds up dead by some means or another, well, he was already a "three-name" guy, sooooo...you know, it must be okay.

It's hard to stop a punch when you're asleep.

Seriously, very few of the comments struck on what allegedly is the big problem...he's got some major problems, but will not voluntarily commit himself for help. I know nothing of this man, only from all the comments over the years. This will not turn out well unless he gets help. If there was an overriding willingness to do so, instead of pointing fingers, we could completely overhaul our mental health system.

And from my experience with the State of WV and their wonderful mental health system, they will not take it upon themselves to do anything to help a person with any kind of obvious mental illness unless they commit a felony. I know in the south you are supposed to respect and love your nuts family members and sit on the porch for the world to see, but when you are not allowed to get them the help they need to keep them from wondering around the community and getting into trouble, then something really needs to be done.

And for the record, the Commonwealth of Kentucky is just weak in this area as West Virginia.
