EDUCATIONAL MEDIA FOUNDATION is buying yet another station, picking up the construction permit for WKEN/FREDONIA, KY from PATRICIA E. VAN ZANDT for $299,600 ($50,000 cash down, and $249,600 in a promissory note). WKEN is a Class A facility east of PADUCAH and southwest of EVANSVILLE in western KENTUCKY.

They buy stuff in the commercial band all the time, then do a mod. of license application to convert to a non-comm license. That's so they can plead poverty and get main studio waivers to have the station be nothing but a dish and transmitter.
