And how many of those 832 "local" stations are originating anything innovative, or even more live and local than what comes off the hard drive?

A lot of them are.
Some of them are painfully novice operations but they are filling a void.
The hard drive carpet bombing you reference is done by the full power commercial broadcasters.
And Translators.
