Nice funny story, but it is a back-door way to regulate fracking.

Drilling on private lands is mostly regulated by the states. So the Federal government lack an effective lever to stop fracking. The EPA tried to attack leakage into ground water, but their own study found this to be extremely rare. So now the push to regulate methane escaping at the well head. Natural gas is, after all, mostly methane, & some other hydrocarbons.
