I've noticed towers near water in other places....like Tampa Bay...but those seem to be on a manmade causeway- does the surrounding water enhance the signal?

In the case of salt water and salt marshes, yes.
The conductive water makes for an almost perfect ground for RF.
Lots of corrosion problems to deal with tho.
