LPFM Question

Can a single owner non proffit put up a LPFM and run it like a "real" station? IE charge for spots, etc. As long as it was a "community" project?

LPFM licenses are, by definition, non-commercial. Within that bound, the owner can run the station however they wish.

Acquiring a license would be difficult. I believe it's still illegal to transfer an LPFM license, so you'd have to wait on the next LPFM filing window. (Sometime after hell freezes over, most likely.)

They can be transferred, but the transferee must meet the requirements for an LPFM licensee.
