This is staged anyway to show CAP/IPAWS and it's digital audio attachment/delivery channels blowing traditional EAS out of the water. (it wouldn't take much).

My impression is that Charleston had to send the EOM for the test. Marietta station (WMRT) never got one from their Ohio feed.
Both feeds, I believe, originated from WLW as the PEP (Primary Entry Point) station.

Something got screwed up at WLW. We at lil' old WSWO-LP are down line from them (by way of WHKO and WTUE in Dayton) and just got tones but no audio message. Our DASDEC captured the audio from both and WHKO just sent us dead carrier while WTUE had some sort of bleedover in the background from a Fox Sports Radio Network feed.

The BDR is reporting that FEMA was using a conference bridge to feed the dial-up lines to the PEP's and that one of the PEP stations sent a delayed version back up the line that got echoed back out to everyone else.
