My only issue is when does all of this data lead to "analysis paralysis." Building a big building and collecting a copy of all the data passed around the nation is not going to stop the issue that allowed 9/11 which is essentially the top brass of the FBI and CIA suffered from Cranial Rectal Inversion and did not pay attention to the inforamtion being delivered to the them from the field.
