Seen on MCCorkle Ave, Charleston, about 1230. US plates. Law Enforcement, FCC, or neither?

Nice wheels, and uncle buys the gas.
Normally the LE types are more stealthy.
Is there a pirate FM operating in the area?
FCC seems to care a lot about that and public files and EAS.
About the only thing that gets those guys out of the garage
is interference to FAA or public safety radio systems.

May be nothing but TSA guys going camping.

Looks like a 'height checker' setup with geo positioning....note the tall stick on left front.

Something BIG this way comes.

Perhaps not....:)

Looks like a GNSS antenna. FCCharlie has antennas mounted IN roof. Last setup I saw was Ford Explorer w/ interchangeable Maryland and Fed. plates. (Depending the "mission" at-hand).
