Frontier At It Again!

I, like many others, pay about $36 per month for "High Speed Internet Max".
Over the past month and a half I have noticed the speed falling back to 1 Meg download instead of the 3 Meg it has been for over a year.
I have requested tec help several times. The local tec says there is nothing wrong with my line and he doesn't know why the speed falls.
Once it falls, it does not come back on its own! (It used to)
In browsing the forums about Frontier, I have found this is going on everywhere in their service areas.
The story goes that they are "over selling" capacity and this is what happens when it gets bussy.
If this is true, then "Frontier High Speed Internet Max" is a SCAM.
It is a product that is undeliverable by the company and they know it!
I am of the opinion the FCC needs to step up and solve this problem post haste.
