Two years after a confidential complaint about West Virginia Low Power FM WQAZ-LP, licensee Syner Foundation agrees to pay a $16,000 civil penalty and to create an ongoing compliance program, as part of a consent decree with the FCC. The complaint alleged unauthorized transfer of control (a very serious charge), and violations of the cross-ownership rules for Low Power FMs. The FCC investigates and doesn’t find that the Syner Foundation violated those rules. But it does sanction it for underwriting announcements that cross the line into being commercials. That’s what the $16,000 penalty is for.
