Yeah, it's a British stylistic thing. Nouns representing groups of things (such as "government") which we, in the states, regard as singular, take a plural verb in the UK.

If you listen to interviews with British bands, you'll often hear things such as:

"The band are excited about our new release."

You know, I don't actually gain anything from helping in the area of grammar (well, actually, I do...or would -- the ability to read straight through without having to back-up, reread, and try to figure out the real, intended meaning of things).....I do it for your benefit!

I went to Moe's Southwest Grill for lunch today. There was a sign posted on the door alerting customers that the restaurant would be closed this Sunday to allow employees to be able to spend time with their family's.

That's right, it actually said family's.
