EMERGENCY OPERATING FACILITIES

WCHS Is authorized to operate on 580 kHz with 5.0 kilowatts nondirectional
during daytime hours and 5.0 kilowatts at night using a four tower directional antenna
system. The WCHS antenna system has been vandalized, making it impossible to
operate the authorized nighttime directional antenna system because of the theft of the
copper tower feeds to Towers #3 and #4, which caused multiple component failures in
the directional feeder system. In order to continue service, WCHS has commenced 1.25
kilowatt nondirectional nighttime operation (25% of the station's authorized nighttime
power) using the licensed daytime nondirectional antenna system pursuant to Section
73.1680(b)(1) of the FCC Rules. Steps are being taken to determine what actions must
be taken to restore the WCHS licensed nighttime directional operating facilities.
