i've got a 2 year old dell laptop. it works fine for everything i need, but i'd like to bump up the RAM. is that possible (for me) to do. and is it cost effective as compared to buying new???

Yep...I have a well-worn Dell Inspiron 1100. The memory is easily accessible behind an access panel on the bottom. You may have to remove a retaining screw to open the panel.
The only catch is that you have to make sure you are getting laptop memory (SODIMM's) instead of standard desktop PC memory modules (DIMM's).
