There's actually a spot on the air (I heard it on WVHU 800 AM) read by Paul Swann that covers all that. It's a dial turner if I ever heard one.....

When I worked at WHEZ our operations manager recorded the application for license renewal and public file announcement with horrible sounding audio. I think he said he made the audio 'out of phase' on purpose so no one would pay attention to it. It had a hum in the background and his voice was distorted.
