FEMA plans to formally adopt CAP some time in Q1 2009. This will start a 180 day clock at the end of which EAS participants must be able to accept CAP based alerts.

Also, the FCC has release ANOTHER update (dated July 2008) to "The Public and Broadcasting", a copy of which must be in every broadcaster's public file. The newest version can be found here.
