Being a native West Virginian I feel comfortable posting my question here even though the question derives from a Virginia radio station photo.

I was recently sent this picture http://www.wjma.radiohistory.net/WJMA%2 ... ge_13.html from about 1950. The person who sent it to me does not know what the person in the picture is pointing to. Is it some sort of traffic scheduling system? Have any of you old timers ever seen anything like it?

I don't know that it's clear in the on-line photo, but in the original I can read the writing on the white strip across the top of the board. It has times listed in quarter hours...7:30, 7:45, 8:00, etc. I can't make out any of the writing on the tags.
