Well, this got the attention of the big boys at WaPo. (Say that real fast over and over and it sounds like the Pac-Man sound)
The important lesson learned here is that harassing politicians and getting by with it only works when folk (like Hallburn) harass local politicians not protected by the Secret Service.

Public News Service? Sounds like an outfit that issues ID cards as a major part of it's mission.
I did see that the majority of the photos were provided by some "public interest group" and
the ACLU was already on the scene. It smells like one of the old schemes where a reporter
goads the object to the point that the reporter is arrested. Then, represented by an ACLU
attorney, The reporter can get national coverage of their cause. Hallburn would have done
this except even the liberal fringe cannot stand him.

I agree this was a publicity stunt. When you look at this Heyman's LinkedIn profile, it has nothing on it for professional work history so he may be filling a role of activist blogger rather than that of a true journalist.
The part that is sad is that the media (in general) is promoting a meme that a bill passing the U.S. House is essentially law. But this is to be expected as the media has promoted for years that executive orders signed by the president are law when they represent guidelines for how to interpret laws that have been put into place by the legislative branch.
