Ripley area LPFM - 89.3 FM

Just noticed in the past couple of weeks WCXR 89.3 FM, non-profit community radio station with a nostalgia format, coming in strong a few miles west of Ripley. There's no record of the station in any FCC query I've found online. Anyone know when this LPFM came online and where it is licensed? Station plays a lot of instrumental big band era music with automated id's at bottom and top of hour.

Local 89.3 licensed to South Charleston with transmitter near Mink Shoals exit of I-79 (class a, 2.75kw).
WCXR is licensed to Lewisberg, Pa (near Williamsport). That's the other side of Penn state Univ.
Ripley does have WLKV at 90.7, also a class a, up on Stone Ridge south of town about a mile.
Wlkv and the 89.3 have the same owner (educational media foundation). Maybe come confusion somewhere?
