West Virginia: GiVe us all your money

New religious station--if it ever gets built--at West Union. Part of the wave of new non-coms filed in the window in 2007. This station, for those of us with commercial station licenses, demonstrates that the regulatory "fee" is nothing more than a tax. You can't rely on the FCC to protect your station from interference from new proposals, and that is their only justification for existence.

4.7 kw at 120 meters AHAAT--it's listed as a "B" but is really just a big class A (we-WRRR- are 17 kw at 119 meters AHAAT as a B-1). Doesn't cover anything except Doddridge and Tyler counties--and doesn't reach the valley with its 60 dbu, missing Sistersville and Paden City. Look at the sloppy engineering on this thing. Has a wild directional pattern just to squeeze the station in between 89.5 in Belpre and Petersburg. Also, besides the miss-classification as a "B" (would be a very minimal B-1 ~ an A at this power would run 4.2 kw) note a fundamental mistake in the engineering. WZWA --now WCKU, Clarksburg, is shown as a third adjacent station (e.g.: 90.3) on their maps and not listed at all on the tabulation of interfering stations. The rules require new applications protect existing stations from any overlap of their 60 dbu contours. For a second adjacent, the "NEW" can't have its 80 dbu overlap the existing 60 dbu. WCKU is on 90.1, according to the FCC map the WCKU 60 DBU completely overlaps West Union and the proposed site of the new WVGV. SEE:

Owner is one Oliver Araiza who has a fundamental baptist church at West Union. Google this fellow--he gets around. Also lists a Paul Mongan from Hagerstown, and another fellow from Gaylord, Michigan.

Probably will be mostly satellite, I don't see any base to support this operation, if it gets built.

This took a bit to figure out, but in the end, what transpired was sloppy, but by the book. Looking at WVGV's application, they filed at first for a rectangular-looking service area that cleared WCKU's then 1.1kW operation and 50kW CP. The map was properly labelled and WCKU (as WZWA) was listed in the "frequency finder" table. The big whoops was listing WZWA's 50kW CP as class C2. WVGV amended to chop off the bottom part of the service area to clear a co-channel "50kW" application at Beckley (Syner Foundation). WCKU was still plotted with their 1.1kW operation and 50kW CP. The FCC coverage map for WCKU is based on 4kW ERP, so WTF? Turns out that WCKU filed for this facility in lieu of the 50KW upgrade after WVGV got their CP. They had to request a waiver to accept interference as reflected in this exhibit.

On a side note, Tom, do you gnererally know the proportion between top 40 country and classic rock listeners in your area?

The top two (12+) stations in Parkersburg are country, if that is any clue. Followed by rock. Classic rock is a ways down the list, but formats are far from pure anymore, there is a fair amount of classic rock on the ABC oldies (WDMX, WYMJ, and WUKL) while WVVV has its share of 80's rock and pop, as do many classic rock formats.

The county book for Wetzel county is, in a word, irrational. WXCR will go from second to non-existent year to year. Sample size too small.
