Hey Lawyers...am I right on this? Since He's put all the money into an Escrow account, and he has a history of complaints and continues with them, should the city come back and throw him in jail, he has a pretty good legal case against the City. Correct?

It's the Escrow account that says "F you buddy, I ain't avoiding anything. The money's here."
