Stands 2/3 full at most.
I know it's the Bengals, but empty seats at an NFL game?

Were the seats sold and the fans did not show? Typically, empty seats means lots of news about local blackouts in the media.

Its happening alot in the NFL this year... While living in Miami for the last few months I was shocked when despite offering 2 for $99 deals, the Dolphins couldn't even sell out their home opener against the Patriots on Monday Night Football until a week or so prior to the event

For the Texans game a few weeks later they had to resort to drastic measures: (NFL rules that allow them to buy back tens of thousands of their own tickets at a little over 30 cents on the dollar), in order to avoid a TV blackout..

Despite having so many deeply discounted tickets on the street they still couldnt draw more than 45,000 or so...
