Winfield Road is back open following a two-vehicle crash near the Putnam-Kanawha County border.
It happened just after 4 p.m. Saturday near Anne Bailey Elementary School.
West Virginia State Police say it appears an elderly woman driving a white Cadillac pulled out in front of a pick-up truck with three people inside. The truck rolled over and landed on its side.
Firefighters tell WSAZ.com when they got on scene, two women were pinned inside the truck. They had to cut the roof of the cab off to get them out. Richard Larch, 19, of Clendenin is dead following the accident.
The elderly woman was not hurt.
Troopers say the accident report will be turned over to the prosecutor's office to decide if any charges will be filed.
Don't expect any laws to go into effect regulating elderly drivers -- the AARP is a powerful lobbying group, and senior citizens tend to vote in larger percentages than younger people. My grandmother is 93, has no business driving any vehicle (and she hasn't for several years), yet she still has a valid Tennessee driver's license and could legally drive a car right now if she wanted to do so.
If you wanted elderly drivers to have to pass a competency test to renew their licenses, you would have to put such a rule in for the entire population.
I see elderly drivers every day that do not need to be on the road. One came in a couple weeks ago in a jeep. It had been parked for a while. He had run over something and busted a tire and a brake line. Was running on the rim. Didn't know it! Didn't understand it. Wanted to drive it home. His wife didn't know he had taken it. But this is not the norm. Of the many elderly drivers I come in contact with every day, it is just the few that need not to be driving.
An observed driving test should be required for the very old. If they can drive, fine. I understand it is the only transportation for many elderly. And I understand the good out weigh the bad elderly drivers and it's only the ones that kill people you hear about.
Rather like the Rush Limbough rants about SUV's a while back. SUVs were killing people every day! Damn those SUVs!
